The London Borough of Wandsworth is currently considering ideas to develop small sites across the Borough as part of its Homes for Wandsworth Programme, to deliver much-needed new council rent homes to meet the needs of the Borough’s residents now, and for generations to come.
We are currently preparing plans for sites on the Balham Hill West and Balham Hill East Estates. You can view more details about the sites using the menu bar to the left or by scrolling down.

Community Engagement
We hosted a public exhibition on Tuesday 2 May 2023 at the Balham Salvation Army Main Hall, to show our emerging proposals for the potential development on the Balham Hill Estates. We also held a public webinar on Thursday 11 May 2023 for those who may not be able to make the exhibition dates to present the emerging proposals. Full details of these events can be found below:

The period for providing feedback on these emerging proposals opened on Tuesday 2 May 2023 and closed on Tuesday 23 May 2023 (midnight).
What is the Homes for Wandsworth Programme?
There is an exceptional need for new homes in the Borough with, at present, over 11,000 applicants on the Council’s housing waiting list, over 2,400 of whom are classified as homeless. Wandsworth Borough Council (WBC) approved a development programme in 2017, with the aim to build 1,000 new homes around the Borough on sites within WBC ownership.
Following the 2022 elections, WBC has been targeting a series of actions to address the housing crisis Wandsworth faces. One of these is the Homes for Wandsworth programme’s focus on council homes. This will deliver 1,000 council homes – over 500 more than previously planned.
These homes will be delivered for local people and will be normally allocated to existing Council tenants from the estate, or the wider vicinity, who have an existing priority due to their homes either being overcrowded or underoccupied. This will then free up homes for those on the waiting lists. The sites on the Balham Hill Estates were chosen after a comprehensive site assessment process, managed by WBC, which has taken place over the last five years.

We are not looking to demolish any existing homes as part of our plans.
The Potential Development Sites
The sites we are preparing emerging proposals for present exciting opportunities to develop areas of the Balham Hill Estates for much-needed new homes for Council rent, allowing people on the current waiting list for council housing to access a new high-quality home.
In addition to the new homes, we are also exploring opportunities to improve and enhance the existing open spaces and play spaces for existing and new residents at Balham Hill East and Balham Hill West.
Your local knowledge, thoughts and suggestions will be important to help us shape the emerging proposals for each site by integrating your knowledge and ensuring that the very best schemes can be brought forward in the future.

Our Timeline
Up to the submission of the planning applications for these sites, we will be in ongoing discussions with London Borough of Wandsworth planning officers about our emerging ideas to develop the sites. The timing set out below are target dates and subject to change as we progress through the design and planning process.
- December 2022 Public drop-in to involve the local community and invite you to share your thoughts and knowledge to help us develop our ideas for the sites
- Early 2023 The project team has been collating and analysing all feedback to start to develop proposals for each site
- 2 May 2023 Public exhibition to share our emerging proposals with the local community and obtain feedback
- 11 May 2023 Public consultation webinar to present emerging proposals and answer questions from you
- Summer 2023 Target submission of our planning applications to Wandsworth’s Planning and Building Department
- Late 2024 We expect to find out if the planning applications have been approved by the Council
- 2024/2025 Construction to begin on the sites, subject to planning permission being granted
